The permit fees are the same across all four counties. The soil evaluation and drilling costs are not. Here is what actually varies, and what to check before you list.

Why this corridor's perc and well costs don't match the national averages
Almost none of the rural land in Fauquier, Loudoun, Prince William, or Culpeper County sits on public sewer. Any home built on unsewered land needs an onsite septic system, and Virginia does not let anyone build one without a soil evaluation first. The same goes for water: outside a handful of town centers, a house runs on a private well, not a utility line.
That means two of the biggest unknowns in a rural land sale — can this parcel support a house, and what will it cost to find out — come down to the same set of state permit fees, a private evaluator's bill, and a driller's bill. The permit fees are identical whether the parcel sits in Marshall or Middleburg or Nokesville. The evaluator and driller bills are not, and neither is what the underlying geology does to those bills. This page breaks the three apart so a seller in any of the four counties knows which number is fixed and which one depends on the specific ground.

The state permit fees: identical in all four counties
The Virginia Department of Health sets one statewide fee schedule for onsite sewage and private well permits, and every local health department in the state — Fauquier, Loudoun, Prince William, and Culpeper included — charges the same numbers. As of this writing the schedule dates to July 1, 2019 and has not changed since:
- Combined well and septic construction permit, no engineering documentation: $725
- Septic-only construction permit, no documentation: $425
- Private well permit alone: $300
- With an AOSE's or professional engineer's documentation already in hand, the combined permit drops to $525 for systems under 1,000 gallons per day (the certification letter itself is a separate $320)
- A system evaluation — useful when a parcel may already have an old perc test or permit on file — runs $100 to $150
These are government fees only. They do not include what the soil evaluator or the well driller charges for their own work, which is where the real money, and the real county-by-county variation, shows up.

What an AOSE soil evaluation actually costs
A licensed Authorized Onsite Soil Evaluator (AOSE) is a private professional, not a government employee, so there is no fixed fee schedule for their work the way there is for VDH permits. Across this corridor — Fauquier, Loudoun, Prince William, and Culpeper — a standard soil evaluation for a single house site typically runs $800 to $1,200. Land farther from Northern Virginia's development pressure can see evaluators charge closer to $500 to $800, but that lower end is uncommon in these four counties given how much AOSE and septic-design work already runs through them.
That fee buys a report, not a guarantee. The evaluator digs test pits, reads the soil profile, and tells the county health department, and the landowner, what kind of system the parcel can support: conventional, an alternative system, or in a worst case nothing at all without significant engineering. It is money well spent before listing a parcel that has never been tested, because a buyer's own inspection period will surface the same question anyway, usually at a worse moment in the transaction.

Septic installation: same range across the corridor, wide within it
Once the AOSE has determined what the soil supports, installation cost depends almost entirely on which category the parcel falls into. Where soils qualify, a conventional drainfield system generally runs $18,000 to $32,000 installed. Where soils are marginal — shallow to bedrock, poor drainage, a high water table, or steep grade, all common conditions across Fauquier, Loudoun, Prince William, and Culpeper's Piedmont soils — the health department requires an alternative system such as a mound, a sand filter, or an aerobic treatment unit, and that generally runs $35,000 to $85,000, often with an ongoing maintenance contract a conventional system does not need.
Nobody publishes a county-by-county breakdown of which share of parcels fall into each category, and it would not be reliable if they did — this is genuinely site-specific, sometimes lot-by-lot on the same road. What is consistent is that the gap between the two numbers is large enough that an unperc'd parcel is a real pricing unknown, not a rounding error, in any of the four counties.
Well drilling: Fauquier's bedrock numbers, and why they likely apply corridor-wide
Drilled wells into Fauquier County's bedrock commonly run $18,000 to $45,000, with yield, how much water the well actually produces, varying by location and impossible to predict reliably without drilling or checking nearby well records. No comparably specific figure has been verified yet for Loudoun, Prince William, or Culpeper individually, but all three share the same Piedmont geology that drives Fauquier's number up: hard rock costs meaningfully more to drill through than the sand and clay of Virginia's coastal plain, where a well can sometimes come in well under $15,000. Until county-specific numbers exist for the other three, the safest planning assumption for a Piedmont parcel anywhere in this corridor is Fauquier's range, not a generic statewide average.
Well yield is the harder number to plan around. Two neighboring farms can produce very different water volumes from the same aquifer, and a low-yield well is a real limitation on a property, not a paperwork issue, especially if a buyer plans to irrigate, water livestock, or run more than one household off it.

What this adds up to before you list
Stacking the pieces together, a landowner in any of the four counties looking at an unpermitted, untested parcel should expect somewhere in the range of $1,000 to $2,000 in state and evaluator fees just to find out what the land can support, before a single system goes in the ground. If the land turns out to need an alternative septic system and a deep bedrock well, total site development for water and sewer alone can run $50,000 to $130,000 on the high end — a number that changes how a buyer values raw acreage, and one worth knowing before you set a list price rather than after an offer falls apart in due diligence.
None of this means a parcel without existing testing can't sell. It means the uncertainty itself has a cost, and a seller who has already answered the question — even with an unfavorable answer — is negotiating from a position a seller who has not answered it is not.
Who pays for perc and well due diligence?
Virginia law does not assign this cost to buyer or seller by default, the same way it does not assign rollback tax liability by default — it is a matter of what the purchase contract says. In practice, sellers who complete a soil evaluation before listing typically absorb that cost themselves as part of getting the parcel market-ready, while well testing and any system installation is more often negotiated as a buyer's due-diligence item during the inspection period, sometimes with a price credit if the results come back unfavorable. Whichever way a specific deal goes, this belongs in the contract in writing, not left to assumption.
A checklist before you list land in any of the four counties
Whether the land is in Fauquier, Loudoun, Prince William, or Culpeper County, the same handful of questions determine how a serious buyer will price it: Has the parcel ever had a soil evaluation, and does the report still exist? If not, is there a reserve drainfield area already identified, or would a new evaluation need to find one from scratch? Is there an existing well, and if so, does anyone have its yield on record? If there is no well, has anyone checked nearby well records for what yield to expect in that specific area? A seller who can answer these with a folder of paperwork, rather than a guess, is in a materially stronger position than one who cannot — regardless of which of the four counties the land sits in.
